A Perth businessman under investigation by the Australian Competition and Consumer Commission has been linked to a disability provider caught making false claims. 

9News can reveal Communities of Practice co-founder Devinder Singh is being investigated for falsely claiming Disability Minister Bill Shorten was the keynote speaker at an event he organised at federal parliament’s Great Hall last week.

Guests were irate to learn the minister was in fact not attending.

“It had the appearance of legitimacy, legitimacy it didn’t deserve. It was held to Parliament House,” Australian Carers director Reg Vitnell said.

Shorten said he was “very concerned” he was used to promote the event and the Great Hall was used to mislead attendees. 

9News can also reveal he has been linked to 4lifeskills, a Perth-based disability provider, which will also be investigated.

4lifeskills is organising an 1980s-themed three-day cruise and claims the NDIS’ support costs could be used to partially cover the cost.

Shorten, however, said that was not possible. 

“The NDIS cannot be used to pay for people to go on cruises … and we’re absolutely going to investigate this person’s advertisements,” he told 9News.

Singh was the chairperson at the company as recently as Friday, but was booted from the website following the event at parliament.

Chief executive Johanna Cook told 9News the board determined Singh’s “effective resignation date should be brought forward” with immediate effect.

Singh has refused to comment.
